Job Description:
Primary Purpose
The purpose of the enforcement officer is to carry out routine foot patrols of University properties and taking appropriate action to ensure compliance with university parking policies. Provides support to Parking Enforcement Officers and Occasional backup for the Sustainable Transportation Office, Client Services Representatives.
University of Waterloo comprises of over 8.3M gross square footage(gsf) of space supporting over forty thousand students in undergraduate and graduate programs, prestigious cutting-edge research, residences, and wide range of support services. All these activities are supported by a complex transportation infrastructure including over six thousand parking spaces.
Responsibilities will align with the Plant Operations goal of contributing towards providing a safe and accessible, invitingly clean and comfortable, functionally enriched and well-maintained campus environment through service excellence.
Key Accountabilities
Enforcement
· Identify vehicles in violation of university policy and/or Sustainable Transportation Parking Regulations, checking with dispatchers using two-way radios or cell phones, when necessary to confirm identities or to determine whether vehicles need to be ticketed or towed
· Make arrangements for illegally parked or abandoned vehicles to be towed, and direct tow-truck drivers to the correct vehicles
· Perform traffic control duties such as setting up barricades and temporary signs, placing bags on parking meters to limit their use, or directing traffic during major campus events
· Provide information to the public regarding parking regulations and facilities, and directions to campus buildings and points of interest
· Collection of money from all pay and display and parking meters for deposit
Front-line Service Delivery
Provides backup for Customer Service Representatives. The duties include but are not limited to the following:
· Represents Sustainable Transportation Office as the first in-person point of contact for parking inquires.
· Supports UW by addressing UW inquiries and answering questions from employees, retirees, student, visitor and contractor office walk-ins.
· Answers multiple incoming calls from employees, departments and off campus visitors regarding a variety of inquires (i.e. tickets, account updates, vehicle information, permit types etc.)
· Assesses eligibility of requested services, verifies submitted supporting documentation, and responds in timely, accurate, & professional manner.
· Communicates clearly and with high level of diplomacy both favorable & unfavorable decisions while adhering to UW Parking regulations and processes.
· Resolves problems independently or escalates to management issues that are unique/potentially serious/or aggravated in nature.
Event Support
· Coordinates parking for major campus events in concert with the Manager, Sustainable Transportation; Special Constable Services requiring direct and detailed communication.
· Manages parking staff participation in client meetings and liaise with Event Coordinators to provide information on parking services including site requirements, layout, signage, traffic control and budgeting with respect to signage and staffing
· Works with departments to resolve special parking problems (e.g. Loading zones, fire routes, reserved parking and construction areas) in conjunction with university project managers with input from the Safety Office as required
Staff Management & HR
· Creates and manages schedules for the assigned teams ensuring coverage on normal operation as well as special events.
· Responsible for providing leadership, support, high level of HR/Labour Relations guidance, and professional development of assigned team of Parking Enforcement Officers
· Conducts Annual Performance Plans with direct reports and ensures adherence to annual performance planning and review process within the department.
· Fosters responsiveness, collegiality, continuous improvement, and a high level of customer service throughout the entire Facilities/Plant Operations group.
· Ensures that all talent acquisition is carefully planned, includes foresight of departmental needs, is responsive to technological changes affecting the assigned portfolio, and follows University processes and policies.
· Supports evening and weekend operation of parking enforcement (responds as required and often attends campus after hours and on short notice).

· Performs other duties as assigned.
Required Qualifications
Education
· Post-secondary education (business, finance, communication) or equivalent education and experience.
· A certificate of Graduation from an accredited Law and Security or Police Foundations Program from a Community College or equivalent
· Valid driver’s license
Experience
· Three (3) year experience in a parking related field is preferred.
· Minimum of 2 years of experience providing administrative and front facing service preferably in a large and complex organization.
Knowledge/Skills/Abilities
· Excellent customer service skills including strong sense of diplomacy and confidentiality.
· Strong communication skills both verbally and written.
· Proficient with computers and a computerized ticketing system.
· Knowledge of AIMS (Automated Issuance Management System) would be an asset
· All successful candidates will be required to provide and maintain a clear Criminal Record Check and a clear Driver’s Abstract as a condition of employment
