Duties
This position is for a Communications Manager responsible for strategic communications, public affairs, web content management, and event planning.
The manager will work closely with teams focused on Indigenous partnerships and engagement, external relations and outreach, and statistics. The role requires strong leadership skills to ensure alignment with organizational priorities and effective communication strategies.

As per the Treasury Board Secretariat’s requirement, Canada Water Agency has transitioned to a hybrid work environment which offers employees the opportunity to telework and work from the designated work location, subject to operational requirements. This position requires an in-office presence for a minimum of three (3) days a week from our Winnipeg office.
Intent of the process
The intent of this process is to staff one (1) full-time indeterminate position in Winnipeg, Manitoba.
A pool of qualified candidates may be established and may be used to staff similar positions at this group and level throughout the Canada Water Agency. This process may be used for various tenures (including but not limited to term and indeterminate appointments, assignments, secondments, deployments, acting appointments, casual), as well as various security requirements, language and conditions of employment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field related to the duties of the position (such as journalism, public affairs, or communications).
EXPERIENCE:
1. Significant* experience in providing strategic communications advice to senior management** on high-profile or complex*** issues.
2. Significant* experience in developing and implementing strategic communications plans for policies, or programs, or initiatives.
3. Significant* experience in managing human resources.
4. Experience in building and maintaining relationships with internal and external stakeholders to address communications challenges and support organizational priorities.
5. Experience in managing media relations, including developing key messages, preparing media lines, and acting as a spokesperson.
*Significant experience: Defined as experience acquired over a period of at least three (3) years.
**Senior management: Defined as Director or equivalent outside the government (for example, Chief Executive Officer, Executive Director, President or General Manager ...).
***Complex: Defined as involving multiple stakeholders or interdepartmental coordination or sensitive/confidential communications issues.

ASSET QUALIFICATIONS
• Experience planning and delivering high-profile government announcements or events.
• Experience in issues management.
• Experience contributing to financial resource planning for communications projects.
• Experience preparing and reviewing speeches, speaking notes, or other materials for senior executives.
OPERATIONAL REQUIREMENTS
• Willing and able to work overtime, sometimes on short notice, to meet operational requirements.
