Duties

The Financial Consumer Agency of Canada (FCAC) is looking for strong and dynamic public affairs professionals who can build collaborative relationships to fill key positions in the Public Affairs Branch.

Depending on the position, responsibilities could include communications or marketing planning, providing strategic advice, coordinating public affairs activities, stakeholder engagement, public outreach, and developing products and information for Canadians.

The Public Affairs Branch plays a pivotal role in helping FCAC fulfill its mandate to protect Canadians in their dealings with financial institutions. The Public Affairs Branch develops excellent partnerships with the Agency’s program, regulatory and research functions. In addition, we interact regularly with senior management and work in concert with other government departments.

From regulating the banks to educating consumers on managing their finances and researching the latest in consumer behaviour, the Public Affairs Branch is at the centre of it all.

Work environment

Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.

FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalencies noted above and we offer the same pension as the core public administration. Intent of the process

This selection process is anticipatory.

The intent of this process is to staff various positions on an indeterminate basis. Indeterminate employees at the same group and level or equivalent may be considered for a deployment. This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and various tenures.

A degree from a recognized post-secondary institution or an acceptable combination of education, training and experience.

EXPERIENCE

APPLICABLE TO ALL STREAMS

E1: Significant* experience providing strategic advice and recommendations to Senior Management (Director-level and above) as well as internal clients/partners on high-profile and/or complex** public affairs matters.

E2: Significant* experience developing and coordinating the implementation of communications and/or marketing and/or project plans for high-profile and/or complex** public affairs initiatives.

E3: Significant* experience developing a wide variety of communications or marketing products for complex** initiatives, such as news releases, key messages, questions and answers (Qs and As), speeches, video scripts, infographics, articles, newsletters or web content.

E4: Significant* experience developing collaborative and effective relationships with various internal partners/clients within a government department/agency or large-scale organization/corporation.

Definitions:

*Significant experience is defined as the breadth and depth of experience normally associated with full-time performance of duties for a period of at least three (3) years.

** Complex is defined as an issue or initiative involving multiple areas within an organization and/or stakeholders, and/or that is technical, policy or regulatory-related.

Experience working in or with the financial services industry.

Experience managing projects in a government department/agency or large-scale organization/corporation.

Stream 1

Experience in media relations, including developing and coordinating responses to media enquiries.

Experience writing speeches for senior management (director-level and above).

Experience in parliamentary affairs.

Experience in internal communications such as developing plans and products, writing intranet content, and managing internal events.

Stream 2

Experience managing large-scale advertising campaigns, including media buys.

Stream 3

Experience developing and maintaining relationships with external stakeholders to advance organizational priorities.

Experience in parliamentary affairs.

Experience extracting and analyzing complex** data from various sources.

Stream 4

Experience researching, writing and editing educational materials on complex** subjects for the general public.
