The RCMP in Nova Scotia (RCMPNS) is the provincial police service, serving communities from one end of the province to the other. This includes serving many of the province’s Indigenous communities and largest African Nova Scotian communities. The RCMP hires civilian employees in a wide variety of disciplines to provide critical services to our communities and support our local, provincial and national policing priorities.
The Emergency Management Section (EMS) manages and coordinates emergency preparedness and response activities for the Division. Reporting to the Officer in Charge (OIC) Operational Communication Centre, EMS is also the divisional liaison to the provincial Emergency Management Organization (EMO), and works closely with federal and provincial partners in designing and exercising emergency preparedness protocols.
The Emergency Readiness and Response Coordinator position is involved in police operations and therefore the the incumbent of this position may be exposed directly/indirectly to material that is sensitive and regarding subject matter that may be emotionally difficult.
Given the nature of the work performed in this position, telework is not supported for this position. The office that employees working in this unit report to is located at RCMPNS Headquarters in Dartmouth, NS.
Intent of the process
The intent of this process is to staff two (2) indeterminate positions in Dartmouth, Nova Scotia.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
A secondary school diploma or employer-approved alternatives (see Note 1).
Note 1: The employer-approved alternatives to a secondary school diploma are:
A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
An acceptable combination of education, training and/or experience.
OCCUPATIONAL CERTIFICATE:
Successful completion of ONE (1) of the following:
- Emergency Management Certificate; OR
- Emergency Management Exercise Design Certificate; OR
- Business Continuity Certificate
Successful completion of Incident Command System (ICS) Level 200.
EXPERIENCE:
Significant* and recent** experience in at least one of the following areas:
A) Conducting, analyzing AND evaluating Emergency Management Planning.
B) Conducting, analyzing AND evaluating Business Continuity Planning.
Experience in providing strategic advice to clients on developing OR implementing Business Continuity Planning OR Emergency Management Planning.
Significant* and recent** experience in drafting reports, briefings OR presentations on issues involving Business Continuity Planning OR Emergency Management Planning.
Recent** experience representing an organization's interests on interdepartmental or intradepartmental committees or teams.
*Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of complex*** related activities for a period of two (2) continuous years.
***Complex is defined as activities involving multiple sub-issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility and/or political sensitivity, or having a major impact on the department, government, and/or the public.
**Recent is defined as duties being performed within the last five years.

ASSET QUALIFICATIONS
EDUCATION:
Graduation with a degree* and/or diploma from a recognized post-secondary institution** in emergency management, business continuity planning or other related fields.
*Degree: A minimum of a baccalaureate, as established by educational authorities.
** Recognized Post-Secondary Institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
OCCUPATIONAL CERTIFICATES:
Successful completion of the International Association of Emergency Manager’s (IAEM) Associate Emergency Manager (AEM) certification.
Successful completion of the International Association of Emergency Manager’s (IAEM) Certified Emergency Manager (CEM) certification.
Successful completion of the Disaster Recovery Institute’s (DRI) Associate Business Continuity Professional (ABCP) certification.
Successful completion of the Disaster Recovery Institute’s (DRI) Certified Business Continuity Professional (CBCP) certification.
Successful completion of Incident Command System (ICS) Level 300.
Successful completion of Incident Management System (IMS) Level 300.
EXPERIENCE:
Recent** experience in developing and/or managing the strategic integration of Emergency Management Planning.
Recent** experience in developing and/or managing the strategic integration of Business Continuity Planning.
Recent** experience working on Incident Management Team using the Incident Command System (ICS).
Recent** experience developing and conducting exercises, such as discussion based or functional exercises.

OPERATIONAL REQUIREMENTS :
Possession of a valid driver's license or mobility normally associated with possession of a valid driver’s license.
Must be willing and able to work extended overtime hours sometimes on short notice.
Must be willing and able to travel frequently.
Must be willing and able to work in a busy police environment, including exposure to unsettling and/or graphic material.
Conditions of employment
Top Secret security clearance - The process requires a Security/Reliability Interview, a field investigation in matters of Criminal Activities, credit/finances, education, employment, references, etc.
