Duties

- Responsible for the oversight of the Regional Nursing Operations and its program delivery, including 22 remote and isolated nursing stations in addition to Percy Moore and Norway House Hospitals
- Responsible for the overall nursing budget in the Manitoba Region, managed according to Treasury Board Guidelines
- Collaborates with internal and external stakeholders to provide expert advice, knowledge and support to health professionals, communities and organizations
- Prepares reports and briefings on emerging trends and issues related to nursing, primary health care and allied clinical program areas
- Provides leadership and direction for the development of strategies which promote recruitment, retention, and excellence in healthcare service delivery
- Manages human resources including the staffing, recruitment and retention of both professional and administrative personnel to ensure that appropriate expertise is available for the delivery of nursing/healthcare services. This includes professional development, guidance and supervision, organizational development, and handling labour relations cases

Intent of the process

This is an anticipatory process.

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Indigenous Services Canada (ISC) in various locations with various linguistic profiles and/or requirements as well as tenures and/or security clearance(reliability or secret), which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

• Graduation with a master’s degree from a recognized post-secondary institution with an acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

*Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for a specific academic programs.

Degree equivalency

Occupational Certification:

• Eligibility for registration as a registered nurse in a province or territory of Canada

Experience:

• Experience providing direct primary care, home and community care, or public health services
• Extensive experience* leading multi-disciplinary teams, working groups or committees on complex** issues
• Extensive experience* leading the development, implementation or evaluation of health programs or services
• Recent and extensive* experience in managing financial resources ***, human resources**** and multi-disciplinary teams

*Extensive experience refers to the depth and breadth of the experience associated with having performed a broad range of related activities which are normally acquired over a period of four (4) years.

**Complex is defined as policies or initiatives that are national in scope, deal with multiple issues, feature engagement with partners and stakeholders, or are focused on a priority departmental file.

***Financial resources management: Applicants must clearly demonstrate that they have managed financial resources for a budget. Some examples of managing financial resources may include full delegation for a budget, forecasting, planning, reporting and budget allocation, etc. Applicants must also indicate the size of the budget they managed.

****Human resources management: Applicants must clearly demonstrate that they have managed human resources. Some examples of managing human resources may include: assigning work, establishing performance objectives, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of employees they managed.

NOTE:

Candidates must clearly demonstrate how they meet the essential education and experience factors listed by answering the screening questions. Candidates should write concrete examples demonstrating how they meet the experience and education required.
