Salary, Allowances, and Benefits

In addition to salary, you are entitled to an isolated posts allowance. This can range from $9,636 to $13,489 per year, depending on if you have a dependent and the geographic location. You are also entitled to vacation travel allowance of approximately $1,000 once a year for you and each eligible dependent.

Workplace and Telework
*****************************************************

Employees must perform their duties from a government of Canada physical workplace at least 3 days each week, or 60% of their regular schedule. The workplace of the positions to be filled is located in Whitehorse, YT. Successful candidates will be required to work at the work site, either full-time or in a hybrid work mode. A part-time telework agreement may be discussed and implemented at the time of hiring in accordance with the operational needs of the position to be filled.

Duties

Crown-Indigenous Relations and Northern Affairs Canada is seeking to hire one (1) Manager of Engineering to join the Faro Mine Remediation Project Team in Whitehorse, YT as our Operations Manager to work on the remediation of the Faro Mine Complex, one of Canada’s largest and most complex mine site remediations.

The Operations Team Engineering Manager will lead a team of Engineers that is responsible to support delivery of ongoing site care and maintenance and implementation of remediation work at the Faro Mine. This role is part of an integrated project team with staff located in Whitehorse, YT and the National Capital Region.

The Operations Engineering Manager will work collaboratively with other Managers and teams including Engineering Design, Regulatory, Engagement, Governance and Project Controls and with Indigenous Partners and other stakeholders to support planning and delivery of remedial work over what is anticipated to be a 12-15 year project delivery time horizon.

Intent of the process

We are looking to staff one position on an indeterminate basis at Crown-Indigenous Relations Northern Affairs Canada, in Whitehorse, Yukon. For operational reasons, the work must be performed on-site at the Whitehorse office. If not already a resident of Whitehorse, Yukon Territory, the successful candidate will be required to relocate to Whitehorse, Yukon Territory.

A pool of partially qualified candidates will be established which could be used to staff positions with similar qualifications, various security requirements, and/or various tenures at Crown-Indigenous Relations and Northern Affairs Canada, in Whitehorse Yukon, Yellowknife, Northwest Territories or the National Capital Region.

EXPERIENCE

Significant** experience providing engineering support on complex* projects.

Significant** experience in all phases of project management of construction or engineering projects (initiation, planning, execution, monitoring and closure).

Significant** experience providing strategic and technical advice and recommendations to senior management on complex* engineering issues or projects.

Experience collaborating with various stakeholders and establishing and maintaining partnerships.

Experience managing human (1) and financial resources (2).

*Complex refers to projects that are multidisciplinary, have multiple stakeholders, have other project dependencies, and/or are of significant value.

**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities on a regular basis which would normally be acquired over a period of at least eight years full time within the last 15 years.

(1) For human resources management: applicants must clearly demonstrate that they have supervised staff, assigned work and managed and assessed performance. Applicants must also indicate the number of employees supervised.

(2) For financial resources management: applicants must show evidence of managing a budget, either directly or indirectly. This experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed.

EDUCATION

Current certification as a professional engineer in Canada.

Master's degree from a recognized post-secondary institution with a specialization in environmental engineering, civil engineering, mechanical engineering, or some other engineering specialty relevant to the duties of the position.

Project Management Professional (PMP) certification obtained from a recognized organization, such as the Project Management Institute.

EXPERIENCE

Experience in managing mine remediation in Canada’s northern territories.

Experience in technical reviews and cost validation in relation to contaminated sites.

Experience working with Indigenous groups and/or northern communities.

KNOWLEDGE

Knowledge of environmental, technical, and operational challenges of construction or engineering projects in a northern climate.

OPERATIONAL REQUIREMENTS

Able and willing to work overtime sometimes on short notice.

Able and willing to travel to remote northern locations sometimes in small aircraft.

Conditions of employment

Secret security clearance

If relocation is necessary, the incumbent of the position in the North and their dependents* must obtain Health Canada medical clearance in accordance with the Isolated Posts and Government Housing Directive.
