Duties

The positions within the team will be focused on analysing the mining industry and providing strategic industry insights to government officials on issues related to the minerals and metals industry. Candidates will have impactful opportunities to prepare analysis on mining industry activities and trends, commodity markets, global supply chains, resource security, and environmental impacts. Additionally, the roles require engaging with industry stakeholders, such as mining companies, advising government officials on issues relating to the mining industries, and supporting the development of Government of Canada policies and regulations for the minerals and metals industry.

Intent of the process

The intent of this process is to staff indeterminate EC-04, EC-05, and EC-06 positions and anticipatory positions with the Lands and Minerals Sector.

A pool of qualified candidates may be established through this process to staff identical or similar EC positions at Natural Resources Canada with various tenures (determinate period or indeterminate), language requirements (English Essential, French Essential, English or French Essential and Bilingual Imperative or Non-Imperative) and profile(s) (BBB/BBB, CBC/CBC,CCC/CCC, etc.), locations and conditions of employment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

ALL STREAMS (EC-04/05/06)
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

STREAM 1 (EC-04)
• Experience conducting economic analysis using large datasets

STREAM 2 (EC-05)
• Experience conducting economic analysis related to the natural resources sector using large datasets

STREAM 3 (EC-06)
• Significant* experience conducting economic analysis on complex** issues related to the natural resources sector
• Significant* experience in building and maintaining partnerships with internal and external stakeholders to advance policy and analysis objectives
• Significant* experience representing and advancing a corporate position through preparing and delivering briefing materials (such as policy/position papers, presentations, briefing notes, reports, or research papers) for senior management***

*Significant experience is defined as at least two years where it is a main focus of the position.
**Complex issues are defined as issues with one or more of the following characteristics: multidimensional, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the public service, or having potential for significant media coverage.
***Senior management is defined as Director General Level (EX-03 or EX-03 equivalent) and above.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
