Position Overview:

Coordinates assigned staff, tools and equipment on natural gas and water construction and maintenance projects, provides work direction, and ensures compliance with all applicable legislation, policies, and procedures. Responds to gas and water emergencies.

Responsibilities:

  • Perform all duties of the Utility Distribution Technician job classification.
  • Coordinate assigned staff, tools and equipment on natural gas and water construction and maintenance projects, provide work direction and ensure compliance with all applicable legislation, policies and procedures.
  • Delegate work responsibility to crew (Kitchener Utilities staff and/or sub-contractors if required).
  • Site supervision (overall responsibility as constructor) of all sub-contractors onsite.
  • Serves as the Kitchener Utilities representative on the job in the absence of the supervisor.
  • Assume primary response on-call duties on a rotational basis.
  • Ensure requirements under the Highway Traffic Act and the Occupational Health and Safety Act are met and adhered to by staff(including but not limited to tailboard talks, applicable traffic plans, hazard identification, etc).
  • Complete associated paper work and regulatory documentation, including but not limited to record changes, utility cut, time sheets and debriefs.
  • Call for traffic, utility locates, additional staff or contractor(s) as required.
  • Communicate service disruptions, project progress, site issues, etc internally and externally.
  • Assist supervisor(s) in providing on the job practical training and mentoring as required.
  • Perform proper maintenance on assigned tools and equipment.
  • Perform assignments in other functional areas of the Utilities Division as required.
  • Performs other related duties as assigned.

Requirements:

  • Minimum Grade 12 education.
  • Minimum of 2 years' experience.
  • Ability to support and project values compatible with the organization.
  • Be a temporary Crew Leader.
  • In-depth knowledge and understanding of the City of Kitchener's Water and Natural Gas distribution systems.
  • Capable of communicating effectively, orally and in writing.
  • Proven problem solving skills and a willingness to take initiative.
  • Proven leadership and public relations skills.
  • Able to respond to the site or Kitchener Operations Facility within 30 minutes for emergency purposes and be willing to participate in on-call on a rotational basis.
  • Proven collaboration skills to work effectively as a team member.
  • Demonstrated knowledge of applicable computer software applications such as ArcReader, CityWorks, Laserfiche, Citrix Remote Desktop Environments, Excel, Word and Outlook.
  • Valid Pipeline Inspector Certification and Level 2 Water Distribution Certification.
  • Valid 'DZ' class driver's license that satisfactory meets internal requirements.
  • Valid City of Kitchener Vehicle/Equipment Permits required for the position i.e. Truck/Van >4600kg, Dump Truck 3.
  • Must have completed the temporary crewleader training program.
  • Reliable with a good attitude and employment record.

Note: Prerequisite for eligibility for Crew Leader is the top ranked classification to which Crew Leader provides direction (i.e. UDT for C & M group, Serviceperson A for Customer Service group, etc.) as well as a successful completion of classroom training and having completed Temporary Crew Leader Training.
