Work environment
Located in Chilliwack, British Columbia, the RCMP Pacific Region Training Centre (PRTC) is the advanced in-service training academy for the RCMP in British Columbia. PRTC is located in the Sardis area, occupying 72 acres of the former Canadian Forces Base. Close to the Vedder River and Cultus Lake, Chilliwack is vibrant community rich in history and outdoor adventures. On average, there are in excess of 13,000 candidates trained and 550 courses administered each year at PRTC.
The Manager, Business Services provides administrative support services at PRTC, directing a multi-disciplinary team of approximately 30 full time employees. These employees provide the following administrative functions: strategic planning; logistics and scheduling; procurement; and human resources, financial and records management. The incumbent works closely with the Executive Management Team and many subject matter experts who manage training programs and / or provide instruction on a variety of RCMP training courses.
This position is located in a law enforcement environment which includes regular contact with uniformed and armed police officers.
Remote working is not a possibility with these position(s).
Intent of the process
The anticipated intent/result of this process is to indeterminately staff (on a full time basis) one position.
A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
A secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE:
1. Experience managing an operating budget (pay, non-pay) in a public sector environment.
2. Experience in the provision of human resources services (ie Classification, Labour Relations, Hiring) in a public sector environment.
3. Experience in managing a multi-disciplinary team of at least two employees.
4. Experience in providing advisory services to management on complex issues in a public sector environment involving multiple stakeholders and critical timelines.

4. Experience in managing a salary and/or operating budget greater than $5 million in a public sector environment.
5. Experience in the interpretation and application of policies and/or legislation related to any of the following areas: procurement and contracting, human resources or financial management.
6. Experience in providing management advisory services in any of the following: facility management; fleet management; security; property management.
7. Experience in managing the development and implementation of capital investment projects.
8. Experience in representing a Federal department or Agency in the negotiation of agreements with other levels of government or with non-government partners.
OPERATIONAL REQUIREMENTS

NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.
Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.
Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
Once established, the qualified pool will be valid for a period of 12 months and may be extended.
Please note that within the context of this selection process, travel costs/expenses will not be reimbursed. Consequently, candidates will be responsible for travel costs.
This process and the resulting pool will only be used to staff positions in the RCMP.
Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.
Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.
References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.
References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
