There is one Full-Time permanent Controller position available starting on April 14, 2025, working 37.5 hours per week.
Your Role:
Assists the Director of Finance with planning, directing and controlling the overall finances of the department. Responsible for the development, coordination and monitoring of the total agency budget. Oversee the preparation of financial reports and provide cost reduction recommendations to Directors and Managers to enhance financial strength. Assists the Director of Finance to establish accounting controls to ensure the security of physical assets. Responsible for assisting with the development, recommendations and implementation of policies and procedures for financial and administrative functions that support operational plans. Provides leadership to the staff team, encouraging ongoing professional growth and development. Works in alignment with the agency’s commitment to equity, and from an anti-racist and anti-oppressive perspective to further create a sense of belonging at the Agency.
Tasks:
Accounting:
- Directs and prepares timely, accurate and useful operating/management and financial data, including exception reporting and variance analysis for all operations of the Agency (in accordance with agency policies and generally accepted accounting principles), supported by appropriate documentation and audit trail.
- Develops accounting policies, programs and procedures and directs implementation of accounting controls, cost control systems and procedures for all areas of the agency operations, to ensure the security and safeguarding of the physical assets of the agency.
- Oversees the preparation of/or prepares, operating and management financial reports such as exceptional reporting and variance analysis.
- Assists with the development of the Annual Service Plan and periodic forecasts.
- Ensures the timely and accurate processing of all transaction processing and reconciliation of General Ledger accounts.
- Prepared cash flow forecasts and assists the Director of Finance managing banking arrangements as needed.
- Continually reviews and recommends ways and means to simplify information processing and provide cost reduction recommendations to Directors and Managers to enhance total Agency profitability.
- Directs the preparation of monthly and yearly commodity and income tax/charities returns and co-ordinates communication with the relevant government and regulatory agencies.
- Maintains close working relationship with external agency Auditors.
- Controls capital expenditures through a capital expenditure control system.
- Directs the development of technical specifications for new or amended Financial Information Systems and directs development of other information systems with respect to internal control and data integrity requirements.
- Assists the Director of Finance in interpreting financial information to the Board of Governors and the Finance Committee of the Board.
- Reviews all funder reporting requirements including but not limited to quarterly reports, budget submissions, program audited reports.
- Takes the lead on all banking correspondence, electronic payments and other online banking transactions
- Acts as a resource to supervisors and senior managers, discussing and resolving financial issues.
- Directs the storage and retrieval of business records which require retention for legal, tax or current operation purposes.
Management:
17. Collaborates with the Director of Finance on the development and implementation of the departmental strategic and operational plans and communicates such to the department.
18. Assesses financial needs and, in collaboration with Director of Finance, develops innovative services that support Agency goals and objectives.
19. Assists in the development of departmental structures, policies and procedures.
20. Develops information systems to monitor the efficiency and effectiveness of departmental services and makes changes as appropriate.
Leadership:

Supervision:
28. Responsible for screening, interviewing and hiring of new team/department members in consultation with the Director of Finance and Human Resources Department.
29. Responsible for providing initial training and orientation to new employees as assigned.
30. Responsible for conducting monthly supervision meetings with all direct reports.
31. Provides leadership and support to employees within the area(s) of responsibility.
32. Implements responsive leadership tools and strategies to support employees.
33. Responsible for completing preferred leadership profiles with new employees.
34. Responsible for the administration of probationary/annual performance reviews and ensuring all necessary documentation is completed and submitted signature in a timely manner.
35. Responsible for training and development of employees within the area(s) of responsibility.
36. Involved in disciplinary and termination decisions and actions in consultation with the Director of Finance and Human Resources Department.
37. Facilitates the work of specialized teams such as appropriate.
Your Talents and Experience:
A recognized degree in business administration or related field preferred with a CPA designation. Must have at least three years of leadership experience. Must possess strong strategic and financial management skills with the ability to lead within a multi-disciplinary health/social service setting. Able to analyse and synthesize information effectively and provide direction to others. Must be able to network and plan at an inter-agency level effectively. Excellent organizational skills and demonstrated attention to detail are required. Commitment to adaptability as processes and procedures, and organization needs evolve over time. Can effectively cope with change, finding ways to advance work and projects. Passionate and knowledgeable about anti-oppression and anti-racism, and able to build authentic relationships with others. Leads with curiosity and holds space for continuous learning, growth, and development. Ability to take initiate, problem-solve effectively and achieve high levels of customer service is essential for this position.

Rate of Pay: At Starling Community Services all salaries are categorized under a series of "bands" determined during our job evaluation process. When determining rate of pay for external hires, a candidate’s past related experience will be taken into consideration along with where others with similar experience currently fall within the band.
Note: most new team members will start between the starting salary and the mid-point of the range.
Job Band L (hourly wages): Min - $42.44, Mid - $47.05, Max - $52.16
